The alliance partnership allows the customer and Driver Pipeline Company to align their goals and resources in the most cost-effective manner and to then share the resultant cost savings with the customer.  As an alliance contractor, Driver Pipeline Company can assist the operating company with construction estimates during the budgetary/planning cycle and then incorporate the company’s project schedules into its project management system that performs a comprehensive resource loading for the entire year.  Various analyses can then be conducted that will reduce the customer’s cost in accordance with the following:

¿      To the fullest extent possible, projects can be scheduled so one project’s demobilization is another project’s mobilization

¿      Resource loading analyses provide insight into the specific employees and equipment items needed for each job to optimize productivity

¿      Projects can be geographically grouped and work execution planned to minimize travel time, fuel, per diems, lodging and other routine expenses; and to schedule and coordinate the workweek and overtime so as to minimize overall project cost

¿      The customer’s personnel can utilize Driver Pipeline Company’s skilled engineers, project managers and cost estimators to perform work execution plans, develop project scopes and other items

¿      Continued interaction between the customer and Driver Pipeline Company will lead to improved understanding of expectations and to streamline communications and work processes that can benefit the alliance

¿      The alliance concept can eliminate or reduce the customer’s internal cost associated with the repetitious preparation of plans, standards, bid packages, contracts, and other items normally associated with bid work 

¿      The alliance arrangement provides a base load of work that helps Driver Pipeline Company maintain a core group of quality employees whose productivity, safety, regulatory compliance and environmental sensitivity are the best in the industry

¿      The partnering arrangement can also be used to generate economies of scale for material procurement and highly effective equipment purchase and lease decisions

The typical outcome of an alliance partnership is that the work evolves to a manufacturing process from unique and singular projects.  As the work and processes become routine and mechanized, significant savings result.  In addition to direct cost savings, as listed above, the alliance arrangement can generate improved project planning, improved quality, enhanced communications and minimized downtime, reduced internal support costs, and enhanced community relations.

Driver Pipeline Company would be glad to provide its understanding and work experience gained from a 34-year alliance with Lone Star Gas Company (Atmos) to support a new alliance with its other customers. TXU has been a key customer of Driver Pipeline since 2001 when TXU Energy acquired Lone Star Gas Company (Atmos) from Enserch Corporation.
